Let me explain you with example:

Consider a room in which there is 2Kg of water vapour and 10Kg of dry air.

Here the specific humidity means the actual humidity of the given air is 2/10 = 0.2 kg/kg of dry air

Now in the same air you start adding water vapour, then after somepoint(let say 5Kg of water vapour) vapour start condensing on walls, that is air reaches its maximum capacity of absorbing vapour, after 5kg whatever you add it will get condense. Thus at 5kg of vapour the air is fully saturated.

Coming to the point, relative humidity is actual mass of water vapour in the air to the mass of water vapour required to saturate the same air.

Thus relative humidity of our given air is 2/5 = 0.4 i.e. 40%

Regarding units:

Relative humidity is unitless because its the ratio of vapour to vapour, while specific humidity have unit(kg/kg of dry air) because its the ratio of water vapour to dry air.
