Potential resources - These are those resources which are present in the environment to satisfy human needs, but humans themselves don't have technologies to use them. eg: solar energy
Developed resources - These resources have been properly measured in terms of quantity and quality for utilization. However the development of such resources depends on the way it is being developed too. eg: fossil fuels .
