No all stakeholders do not have equal interests and goals in forest management. The people who live in the forests as well as environmentalists such as NGOs or wildlife enthusiasts desire to keep the forest as it is and also promote wildlife. But the industrialists seek to cut down the vegetation in order to fulfill their industrial needs.
Thus the people who have a positive thought about the forest are the local people and the environmentalists. The industrialists may or may not want to use the forest for their needs.

Stake holders cannot have same interests as some people do it for their profit and some do as their livelihoods and some may be nature enthusiasts who work for nature unconditionally
