No, The people living in rural areas do not have equal opportunities to earn a living. The inequality is because small landowners, farm labourers and people earning from small non farm activities are not able to get work through out the year, they barely meet their essential needs. Also small farmers fall in debt trap. The large businessman and big landowners on other hand are able to earn a good living because of the resources at their disposal.
1)A healthy and dynamic agricultural sector is a crucial foundation of rural development, generating sturdy linkages to different economic sectors.
2)Rural livelihoods are increased through effective participation of rural individuals and rural communities within the management of their own social, economic and environmental objectives by empowering individuals in rural areas, notably ladies and youth, as well as through organizations like native cooperatives and by applying the bottom-up approach.
3)The vulnerabilities of the agricultural poor to the economic and monetary crisis and to temperature change and water shortage should be self-addressed.
4)On the far side meeting basic desires, investments should be connected to the potential to lift productivity and financial gain.

(b) Promoting pro-poor coming up with and budgeting at the national and native levels
(c) Addressing basic desires associate degrade enhancing provision of and access to services as a precursor to enhance livelihoods and as an enabling issue of people?s engagement in productive activities
