Do u think their is a needs of residuary power seperately ?why?

Schedule VII of the Indian Constitution mentions 3 Lists:

Union List: Contains list of subjects on which Central govt can make laws

State List: Contains list of subjects on which State govt can make laws.

Concurrent List: Contains list of subjects on which both Central and State govt can make laws.

Now suppose we came across a new subject (not mentioned in any of the above list like a new technology etc), and we need to make laws regarding it.

To add this new subject to any of the above list required "CONSTITUTIONAL AMENDMENT"  (bill has to be passed through both the hoses of parliament with special majority, along with the consent of the states).

This took a lot of time.

Passing the bill may take months or years

What if a LAW needed urgently?

QUESTION IS :Who will make the LAW..Central govt/State govt?

We have ANSWER in Article 248 of the Indian Constitution.

According to Art 248, Parliament can make law on any subject not mentioned in Schedule VII.(residuary power with the center)
