Yes, UV rays from sun melt the ice on antarctica. It contains very high amount of energy and can transfer it to the ice and melt it.

Yes they do but that is not an important cause of the ice caps melting. First, there isn't so much UV light reaching the surface of the Earth (thanks to ozone in the atmosphere) , and second there are other effects that are much more significant like green house gases and the increasing average temp. of the earth surface.
