The local self-government doens't exist only in urban areas. Local self-government also exits in rural areas. Local self-government is where the community themselves participate directly in the decision making instead of through an elected representative.

We have separate local self government from urban areas because the needs and issues are different from the urban areas. As towns and cities support population and amenities like water,roads etc and solving urban problem is a complete task that requires a lot of planning and funds.
