Do you think Coleridge has tried to introduce the idea of responsibility in the Part 2 of the poem 'The Rime of the Ancient Mariner'?

Yes, Coleridge tries to create a sense of responsibility in the 2nd part of Rime of Ancient Mariner. In part one, the Mariner shoots the albatross with a crossbow and has to repent in part two. He feels the guilt and repentance of his sinful act and he feels the Albatross hanging around his neck. 

The hanging albatross is used to symbolise one's responsibility to their actions and their consequences.
