There are little changes regarding 42nd Amendment to Constitution.  

During 1976 our constitution amended in many of its fundamental provisions.  

Under Constitution of India the Central Government has specifically vested with some educational responsibilities.

Constitution makes following provisions under Article 45 of Directive Principles of State Policy that “The state shall endeavour to give within a period of 10 years from starting of this Constitution for free and compulsory education for every children till they complete the age of 14 years.”

Expression ‘State’ which happens in this Article is explained in Article 12 to include“Government and Parliament of India and Government and Legislature of every States and all local or other authorities inside the territory of India.”  

It's clearly pointed in Article 45 of Constitution that the provision of Universal, Free and mandatory education becomes joint responsibility of Centre and States.

According to my thoughts, the constitutional amendment had been utilized and is still being used by the education system in India in their functionality.

Explanation:

The Article 45 as amended in the Constitution of India has amendment for the education right of the children which is to be free as well as mandatory vested as a responsibility over the state government as well as the central government with universal effect overall.
