Doctor advice to use ice pad on for heat to bring high fever instead of using water and zero degree celsius why

Ice at 0 degree Celsius gives more cooling effect than water at 0 degree Celsius. The reason behind this is the latent heat. Latent heat is the amount of heat energy required to change the state of unit mass of the substance from solid to liquid or from liquid to vapour without any change in temperature. For melting, ice will require much more heat energy from surroundings, due to which it gives more cooling effect. For freezing, water needs to give out heat energy, thus, does not give much cooling effect.
