Does the "atomic no. = no. of protons= no. of electrons " ? why?

this is true that number of protons is equal to number of electrons only in that case when the atom occurs in isolated gaseous form means it is neutral in nature It is neither carrying positive charge and negative charge ..so in that case number of protons will be equal to number of electrons..but when atom loses or gains electron this sequence changes but atomic number remains fixed..cz atomic num only depend on number of proton

Yes. But when the atom is neutral. I.e. no charge. Because an atom is basically neutral in nature, to be neutral any atom should have same no of electrons and protons as an elctron has the same amount of charge as of a proton. Only the nature of the charge is opposite. Electron is negative and proton is positive.
