Does the "M" in "M. Hamel" stand for a name, or "Monsieur" or "Master" or something?

French is a language where M. Hamel would refer to Mr or (Monsieur) Hamel, however it is not the same in English. In English, a name wrote as M. Hamel often refers to the first initial of Mr. Hamel's name.


VedaantArya: The name appears in this form, in a story about France by a French author, in English, in an English textbook. So I was asking which of the two ways I should take it as :3
