Its so simple..Take a point O. take 4cm on the compass and draw a circle. then take 5cm on the compass with O as centre draw the circle.....

I suppose you cannot actually copy paste the circle and you have to construct it using a compass, so
First take a radius of 4 cm using your compass, draw a circle
Then take a radius of 5 cm and using the same centre draw another cirlce.
It would roughly look something like the picture
