Step 1- Draw a circle with O as centre and radius = 3cm.

Step 2 -Mark a point P outside the circle such that OP = 8cm.Join OP.

Step 3 - Bisect OP at M .

Step 4- With M as centre andPM as radius , draw a circle intersecting the given circle at A and B .

Step 5 - Join PA and PB.

Hence, PA and PB are the required tangents.
