Dry ammonia has no action on litmus paper because it doesn't contain seperate H+ ions whereas solution of ammonia in water turns red litmus paper to blue because it contains H+ ions. H+ ions disassociate only in aqueous solution.

Answer:

➡Dry Ammonia gas has no action on litmus paper but a solution of ammonia in water turns red litmus blue . This is because , in the absence of water it cannot split apart or dissociate into ions .

➡But when Put in Aqueous solution it dissociate as follows :

NH3. + H2O -------------------- NH4OH

➡Hence it forms ammonium Hydroxide ( NH4OH) this is basic in nature . Hence it turns blue litmus red . It is its characteristic due to the dissociaTion of Ions.
