chlorine has more el lectionary affinity than fluorine. fluorine has 2p shell max. whereas chlorine has a vacant 3d orbital . hence it has more tendency to accept electron and therefore can form stronger bonds than fluorine

bcoz there will be kind of repulsion among the outermost electrons of fluorine and repulsion will be less among the outermost electrons of cl2 therefore if we want to remove an electron from f2 then we require less energy than cl2 because the electrons of f2 itself are trying to remove their neighbours atom by the force of repulsion.
