From 1885 through 1905, the Moderates controlled the affairs of the Indian National Congress. Although they were Indian, they actually had British tastes, minds, opinions, and morals. They valued perseverance, stability, compromise, and unity.

They were successful in inspiring a widespread national awakening that all Indians shared common interests, the need to unite behind a common strategy to defeat a common foe, and most importantly, a sense of shared national identity. They provided political training and spread the word about contemporary concepts.

They made use of three P's i.e. Petitions, Prayers and Protests which become the negotiation ground between Indian and British empire.
