Scarce resources are more important than abundant ones because of 2 reasons:
1.The high demand of a resource results in its scarcity . If a resource is scarce , it's because of its extensive uses
2.Scarce resources are also more important as their availability is less compared to others .So,it's proper use is of higher priority than correct use of abundant ones
