peaceful states are regarded as weak. i can give an example of a powerful state which was in Southern Africa called Ndebele people, which were a breakaway of the Zulu people. They lived under one country or lets say land with the Mashona people. the MaShona people were peaceful and kind sort of where asthe Ndebele were savages. when the white men came to coloniseAfrica they came and signed a treaty with the Ndebele to settle in MaShonaland without any Shona chief agreeing. They were later colonised both but the weaker state was colinised first. so beaing peaceful does not work
