Following are the features of modern day democracies:

  • The final decision making power should rest in the hands of the representatives elected by the citizens. This means that the decisions taken by the elected government should be sovereign and there shall be no external influence by a shadow government or the military. Since all the decisions taken by the Pakistani government are influenced by the National Security Council (a body dominated by military officers), Pakistan can't be declared a democracy.

A democracy should have free and fair elections along with a real choice of political alternatives (there shouldn't be one party elections but multi party elections). The elections must represent the people's verdict which means that there shall be no electoral malpractices such as electoral fraud and voter suppression. All the electoral proceedings must be supervised by an independent and strong Election Commission. Hence China can't be called a democracy because only the members of the Chinese Communist Party are allowed to contest elections, Mexico under the Institutional Revolutionary Part couldn't be called a democracy as countless malpractices happened during the elections.

In a democracy, there shall be Universal Adult Franchise. This means that every citizen should have one vote and each vote should have one value. This is in contrast with Estonia (where the Russian minority is not allowed to vote) and Saudi Arabia (where women don't have voting rights).

In a democracy, the government should rule within the limits set by the Constitutional laws and must respect the rights of citizens. These rights shall be protected by an independent judiciary. Hence Zimbabwe under the rule of Robert Mugabe can't be called a democracy because his party abolished the Right to Freedom of Assembly and Right to Freedom of Speech and Expression. It also pressurized the judges to give verdicts in its favour and harassed those who went against Zanu PF.
