Numbers as a whole are never terminating and non-terminating however the decimal expansion of a specific rational number is terminating and non-terminating.
As the name suggest terminating means something that comes to a stop.
So terminating are the ones which stop and do not continue.

For example,
Terminating decimal expansion

1/2 = 0.5
3/4 = 0.75

Non terminating decimal expansion

1/7 = 0.142857142857142857.....
