- In this system smaller unit come together on their own to to form a bigger unit. So as to increas their security and maintaun soverginity.

HOLDING TOGETHER.

- A large country decude to divide its power between constitutional state and the national govt.

- The central govt.tends to be more powerful than the state govt.

- Example..india spain and belgium.
