This is the overload protection and shortcicuit protection so to fully test you should inject a range of currents into the protection relays so simulating a range of currents so you came test the response time.
There is also some systems where the effect of the clearance of a short circuit fault has on the whole system. In that case a short circuit is applied and checks made that the fault is cleared and other parts of the system keep running correctly.
