if the size of the air particles would be greater than that of the wavelength of the white light passing then these scatterers will scatter all colours of the whitelight to the same extent and thus the light reaching the observer will be the white light.
But if the size of the air particles would be less than or equal to the wavelength of the light being passed then the resulting light will be equal to the fourth power of its wavelength ie. I = 1/wavelength^4
