It is possible when a country has more wealth but the country doesn't spent the wealth for development activities .

A country can be termed as developed when it is highly industrialized, most of their population is working especially women and are large buyers of the world's resources e.g. oil. As a result of these factors, the country has a higher Gross National Income per capita.
On the other hand, less developed countries may have lots of wealth but their populations are impoverished, illiterate, unemployed or under employed and with low levels of household income. Their health standards may also be deplorable.
