The function of a Local Area Plan is to take a detailed look at a specific area, identifying and analysing the various issues of relevance, before establishing and setting out principles for the future development of the area.

A Local Area Plan is made up of:

 a written statement

 maps

 plans

drawings

These must set out objectives for the proper planning and sustainable development of a specific area. These objectives must be relevant to the local area and consistent with the provisions of the Dublin City Development Plan 2011-2017.

The intended timescale for the implementation of the plan must be stated. A LAP is a legal or statutory document prepared in accordance with Part II, Section 20 of the Planning and Development Acts 2000 - 2013.

As a legal document, the Planning Authority (the Council) and An Bord Pleanala must take account of the provisions of the LAP when considering an application for planning permission for a development located within the area defined by a local plan.

The provisions of a draft LAP may also be taken into consideration. The making of a LAP is the responsibility of the elected members of the City Council (Councillors) who can decide to adopt, amend or reject a LAP based on the issues raised during the public consultation.

This process is carried out with the assistance of the local community, stakeholders and interested bodies.
