It is formed in the following manner:

The electronic configuration of Al = 2, 8, 3

In order to form Al^{3+} it has to lose 3 electrons.

Then, the electronic configuration becomes,

The electronic configuration of Al^{3+} = 2, 8

Al goes to achieve this configuration of a noble gas because we know that they are the most stable elements of the periodic table. Hence, Al undergoes the removal of its electrons to achieve this stable electronic configuration and form Al^{3+}.
