Louis wanted to increase taxes. He called the Estates General with a proposal to increase taxes.  There were 300 members of the first and second estates each and there were 600 members of the third estate. Louis wanted to continue the same practice of voting which was - each Estate had one vote but members of the third Estate demanded that the voting should be conducted as a whole i.e. each person would have one vote. When the king rejected this proposal, the members of the third Estate went out and formed their own national assembly. This was the main incident that led to the outbreak of the French Revolution.
