Here, the equation has been converted by using some basic identities of logarithms, which I have highlighted in the image.
In the first identity, you can assume the base on the RHS to be anything, but it should be same for both numerator and denominator.
In the second identity, you can just reciprocal the logarithm and swap the base 'b' and the variable 'x', and it will still remain the same.
