We have switches which can be turned on and turned off...
When a switch is turned off, it creates a discontinuity in the circuit thereby creating a gap and hence the electrons are not conducted through the conductor.
When a switch is turned on, the circiut is completed and and the gap is closed thus, the electrons flow and the appliance works!

Switch contains a metal part that allows to conduct electricity. When the metal part is in connection with the circuit it allows electricity to pass and we say that switch is closed. When the metal part is not in contact with the circuit then we say that switch is open. When switch is open it does not allow electricity to pass through it. This is what happening when operating a switch
