Factory waste are concentrated in either acid or in basic substances, so to neutralize thier effect in water bodies they need to be properly treated before disposal.

Factory waste is neutralized before disposing all of it into water bodies. The reason behind this is factory wastes contain many harmful chemicals and acids.

If it is disposed of directly then it will pollute the water resources and become harmful to the life of marine life.

But if the wastes are neutralized before disposing it off then it becomes less harmful.
