Porters do that to increase the area on which the load is placed.When a heavy load is placed on the person's head then he will experience heavy pressure on his head due to its weight. Hence if the surface area is increased, then eventually the amount of pressure by the load will be decreased.

By placing a piece of cloth on head the surface area is increased and less pressure is exerted in the potters head when they carry heavy loads
