substance expanse more in liquid and solid because a compared to solid to liquid has large a little liquid has more indicator molecular basis so it it it it can expand and if we take gas then it will expand more than liquid so according to your question the answer is liquid be caused due to the intermolecular spaces and as liquid a little bit free and having little bit special because all in a tightly packed no space so the substance and not expand at all it will take so much hard but in liquid it will expand hope it helps

actually if you are asking for gases
then
Gases expand more because the intermolecular attraction between molecules is very weak and molecules are free to move
