The hunter will not be able to see the fish and aim it because the hunter is in rarer medium ( land ) and the fish is in denser medium ( water ) due to refraction of water - air interface the fish appears to be raised and seems to be close to surface which is called apparent depth . The hunter aims the gun to apparent position instaed of real position of fish .

hunter must not aim at fish because what image of fish he see is actually apparent image of fish at a location at which their is no fish (here concept of relative depth is use ) and if hunter shoots arrow then it will move straight towards apparent image of fish and arrow will not hit fish .
