A person who loves pleasure will always find new pleasures to spend their money on until it is gone.  A poor person will only go broke at a higher level if you give them more money because they haven’t yet mastered themselves.

this line is being spoken by Goneril to her father king Lear. she means that her love for her father is so great that it makes her breath uncontrollable or makes her breathless and unable to speak.
