Here is your answer
9 {a}^{2} - 4(b - c) {}^{2} \\ \\ = (3a) {}^{2} -( 2b - 2c) {}^{2} \\ \\ = (3a + (2b - 2c))(3a - (2b - 2c)) \\ \\ = (3a + 2b - 2c)(3a - 2b + 2c)

ANSWER IS

(3a) {}^{2} - (2(b - c)) {}^{2} \\ = (3a) {}^{2} - (2b - 2c) {}^{2} \\ = (3a + 2b - 2c)(3a - 2b + 2c)
