The condition given to us is that the blanks have to be filled with same letters and in same order to complete the given sentence both grammatically as well meaningfully correct.

The letters which will be used and the order in which they will be used is as follows :-

n → o → t → a → b → l → e

The first blank will be filled by the word notable.

The second blank will be filled by the word not able.

The third blank will be filled by the word no table.

So, the sentence will look like :- The notable doctor was not able to operate because he had no table.

We can observe that the same letters are used in all the three blanks in same order forming different word/pair of words to complete the sentence which is both sensible and grammatically correct.
