for a vector to be parallel to the xy plane it z component has to be equal to 0 and the vector only has x and y component.

Let the vector be ai + bj

As the vector is perpendicular to the given vector the dot product of two vectors has to be equal to zero.

Therefore (ai + bj).(4i-3j+k) =0

                  4a-3b=0

      Substituting a = 1 we get b= 4/3

i +(4÷3)j

is one such vector and there can be infinite number of vectors satisfying the given condition
