slope of 2x-y=3 is -a/b=2=m
that means for its perpendicular line, slope =m₂= -1/2
using the formula:
y-y₁=m(x-x₁) where (x₁,y₁)=A(-2,3)
y-3=(-1/2)(x+2)
2y-6=-x-2
x+2y-4=0 which is the answer.
