I think given information in question is incomplete there should be given density
There is a formula by which we can calculate molarity
Molarity ( M ) = 10 * density * given wt of solution / molecular wt of solution
if % by wt of NaOH is 40 then it's given wt is also 40 gm .
Let's put the values
M= 10* density * 40 / 40
M = 10 * density
we don't no about density so we consider constant
M = 10 M
Hence Molarity of 40% NaOH solution is 10M
