Net resistance of loop 1, consider it as R1 :

R1 = 15 + 15 = 30 Ohm

This 30 Ohm is parallel to the 20 Ohm resistor :

Net resistance of loop 2, consider it as R :

R = 20 + 12 + 8 = 40 Ohm (Net resistance)
