here is your answer
let,
x1=6 y1=7
x2=4 y2=-3
the point on y axis is (0,y) and the ratio is 1:2 let m=1 and n=2
then ,
y= (my2 +ny1)÷(m+n)

y= {(1×-3)+(2×7)}÷[1+2]

y= (-3+14)÷3

y=11÷3

hence. y= 11/3
