4x+3y-17 =0
Kx-2y-8=0
A1=4 ,B1=3,C1=-17
A2=K,B2=-2,C2=-8
Condition for unique solution
A1/A2 ≠B1/B2
4/K ≠3/-2
-8/3≠K
Hence the value of K is other than -8/3
