Identities used :

 {a}^{m} \div {a}^{n} = {a}^{m - n}



 {6}^{m} \div {6}^{ - 2} = {6}^{ - 3} \\ \\ {6}^{m - ( - 2)} = {6}^{ - 3} \\ \\ {6}^{m + 2} = {6}^{ - 3}

Since bases are equal, powers will be equal :

m + 2 = - 3 \\ \\ m = - 3 - 2 \\ \\ \bf m = - 5
