Depending upon the type of disaster whether its natural or man made the immediate action or response for its prevention can be considered as first aid.
For Example in case of Earth quake or floods the buildings must be readily evacuated, helicopters must be sent to take the victims to hospitals, camps must be set up for the survivors. Or in case, if fire breaks out then the fire extinguishers must be readily arranged and fire brigade team should instantly arrive at the spot.
