"Rao Birender Singh" was the first deputy speaker of Haryana legislative assembly.

Explanation:

Rao Birender was born on 20th February 1921 in Rewari, in Punjab province of British India. Earlier, he also worked as a minister in the Punjab government. Birender was the chief minister of Haryana for some months.

He also attended St. Stephen's College in Delhi University. There he became interested in politics and joined the Congress party and he took part in the State Legislative Councils election. He was very successful in political career and died at the "age of 88" on 30th September 2009.
