that depend on the direction of the fields. Like if electric and magnetic fields are align then a stationary charge gonna experience electric field only. But if electric and magnetic fields makes any angle the stationary charge will first experience electric force which will accelerate it along or opposite to its direction according to sign of charge. And then it will experience magnetic field.
