Uniform motion is a motion in which velocity is constant and is neither increasing nor decreasing.

If net force on the body is 0 then only uniform. Because if net force 0, it means ma = 0 . Also, m can't be 0 so a (acceleration) should be 0. If a is 0, it means v/t = 0 i.e. velocity with respect to time is always constant or in other words.. change in velocity with respect to time is always 0.

But here, while free falling mg (gravitational) force is acting which accelerates the freely falling ball. Hence non uniform.
