Take a point O as center and with radius 3 cm ,draw a circle.

2.Mark a point P outside the circle such that OP=7 cm.join O to P.

3.Draw a perpendicular bisector of OP that cuts OP at M.

4.With M as a center and radius MO (or MP),draw a circle cutting the first circle at A and B.

5.Join P to A and P to B

Then PA and PB are the required two tangents

The length of the tangent are PA=PB=4 cm.
