covalent compound do not conduct electricity because it formed non metal compound. In covalent compound ions are not present so they do not conduct electricity. but in molten state they have flow of ion which conduct electricity.

In order to conduct electricity, a solution or compound must contain free moving charged particles. Because HCl is soluble in water, it dissociates into it's separate ions, H+ and Cl-. To keep things simple, that is why a solution of HCl is able to conduct electricity.
